Does using apps on the iPad use up data on the 3G models with wifi?

Question by : Does employing apps on the iPad use up data on the 3G models with wifi?
We have an iPad 3G with wifi and wanted to know if some of the data is getting used when we use apps.

A quantity of iPad apps use information, with out you understanding.

Some apps even bypass Apple's celular information allow / disable selection and roaming selection in the Settings app.
