Two issues:

1) Apple is only selling the iPad via Apple Shops and Apple Authorized Retailers (right now that is only Very best Buys with a retailer-inside-a-store in them, later on 3rd party Apple Resalers ought to get them) and Target is not an Apple Authorized Retailer.

2) Even the retailers that DO sell Apple hardware products (not constantly counting the iPod line) aren't able to give their employees a true discount: some areas will supply a 5% off deal, but it's really the shop paying that - Apple doesn't discount their items for anybody but direct Apple Staff....and even they have a limit to how many occasions per year they can use it on hardware.

If you want to keep away from tax, you may have to wait until an on the web retailer like MacMall.com gets the iPad for sale. Or go to a state that doesn't have sales tax (like Oregon) to get it.
