When the new models come out, only Apple knows. But, based on past releases, the new Touch will possibly be this fall, and the iPad possibly won't be until next spring. And what functions they will have is also a closely kept secret by Apple. Last year, someone claimed to have a prototype of the 3rd Gen Touch that had a camera, but when they actually announced the new model, there was no camera.
Which ought to you get? They are two different items. The Touch is made to be extremely portable, while the iPad is portable, but not as significantly as the Touch (can you put a iPad in your back pocket?).
