If so, what? Also I have identified a 16 GB ipad for 499 and a 32 GB ipad for 599. Is the added 16 GB worth the added 100 bucks? What is the typical battery shelf life on an IPAD? Thank you!

it depends on the price tag..
normally if the ipad has low cost there is a plan for that you will pay for monthly or yearly
